Ryans father regrets taking Haley to the vet and putting her down.  When Ryan reads this in a letter from his father, he starts to feel regret for joining the army.  It was Ryan's fathers choice to bring the dog to the vet, just like it was Ryan's choice for joining the army.  His father just doesn't want Ryan to make the same mistake.
