Ghosts of War 1

In the beginning of the book, Ryan Smithson complains about having a small  barracks. Where he sleeps is tight annd  what he sleeps on is definitely not the most comfortable thing in the world. Then later in the book Ryan is stationed at an air force base where the rooms are much bigger and now they actually hhave metal framed beds. I want to know why the air force received much better living quarters than the army. They both are serving our country and should be treated well with atleast a decent barracks for them.
